Il primo Statuto della Regione Liguria. Alcune considerazioni e insegnamenti per il regionalismo di oggi

The article focuses on the historical and constitutional background against which the first “Statuto” of the Liguria Region (1971) was drafted. Starting from the debate within the Constitutional Assembly and the delayed implementation of Title V of the Italian Constitution, the article highlights how Italian regionalism was conceived as a compromise between the unitary and the federal models, characterized by a constant tension between the needs of autonomy and unity. The analysis brings to light the participatory method, and the role assigned to the Region as a body of policy direction and planning. These elements are then compared with subsequent transformations, marked by dynamics of homogenization and the strengthening of State and supranational constraints. The article also offers a critical reflection on the effective scope of regional autonomy and on the conditions for a revival of contemporary regionalism.
