Brief description of the contents of the act

The Federal law modifies the Federal Law on Epidemics from the year 1950 by introducing provisions for public events.

Comment

The 16th Covid-19-Law regarding the Federal Law on Epidemics has been blocked by the Federal Council in particular on behalf of the provisions regarding the use of an obligatory tracking app when participating in public events as well as provisions excluding certain groups of persons from public events based on a risk evaluation related in particular to their  age. Several provisions have been deemed inconstitutional in relation to fundamental rights and the discretion given to administrative authorities when executing the provisions. The National Council has deliberated a second time, therefore overruling the Federal Council.
